Would you happen to know anything about house insurance and whether a landlord has a legal right to impose this expense on the tenant?
It's my understanding that this is entirely the responsibility of the landlord.

Ok it's my understanding that insurance on the home would be the responsibility of the homeowner. Content insurance would be yours. It stands to reason, that if a flood, or fire were to take place, the homeowner would be paid any settlement for damage to the structure, not a tenant. If you have content insurance, your loss would be paid to you for anything you own that was damaged. I would contact the Resident Tenancy Office to clear that up. http://www.rto.gov.bc.ca/

Yes, you are responsible for tenant (content- your possessions) insurance that would likely include fire, flood and earthquake (if you can afford it all). The homeowner is responsible for the same (except whats yours) and the structure of the house, its electricity, plumbing and everything else a house is, without a living soul or their possessions in it. They must also pay extra if renting out. It can be several hundred a month and content insurance is about $25 for 40k in tenant possessions.
